From 1992 after Kurt cut his hair short, around the time of the MTV Video Music Awards when Courtney Love had it out with Axl Rose backstage. The solo at the end is typically befuddling- a swirl of nonsense and feedback. It sounds like he’s screaming “I’m new wave, I”m new wave, I”m new wave”, but who the hell knows? In other words, awesome.
